In an op-ed reflecting on the recent United Nations Environment Assembly (UNEA-7) held in Nairobi, Lagi Toribau, Vanuatu’s Technical Advisor and Lead Negotiator for Deep-Sea Ecosystems, expressed the profound connection of his nation to the ocean and the responsibility to advance scientific understanding of deep-sea ecosystems.

During the two-week conference, representatives engaged in diligent negotiations aimed at crafting a resolution that would emphasize scientific knowledge over political disagreements. Despite the concerted efforts made, including simplifying text, bilateral discussions, and garnering support from numerous countries, consensus remained elusive, illustrating the often complex nature of international diplomacy.

Faced with a stalemate, Vanuatu opted for a strategic pivot by withdrawing the resolution and initiating a new science initiative. Toribau clarified that this decision should not be viewed as a retreat but rather as a proactive advancement. He emphasized the urgent need for scientific exploration of the deep seas instead of postponing action until political consensus is reached, highlighting the necessity for the Pacific islands to prioritize their future independently.

The newly launched initiative aims to synthesize global scientific knowledge and Indigenous wisdom regarding deep-sea ecosystems, with immediate plans for implementation. Initial expressions of interest in funding the initiative have come from philanthropic partners and various states, indicating a growing recognition of the issue.

Challenging the conventional measures of success in negotiations, Toribau noted that Vanuatu is leaving UNEA-7 with a credible scientific framework, increased political support, and a strategic vision that amplifies the Pacific voice. He underscored the importance of overcoming the constraints imposed by larger powers, asserting that small island nations like Vanuatu have a crucial role to play in ocean advocacy.

Toribau concluded with optimism, heralding UNEA-7 as the dawn of a new chapter in global ocean governance, where Vanuatu, guided by its cultural values and scientific integrity, will persist in its leadership role.
