The municipal councils across the nation are currently facing significant financial challenges, with total arrears amounting to $79.8 million. The Nausori Town Council is particularly affected, accumulating $5.1 million in overdue payments. This alarming figure was highlighted by Assistant Finance Minister Esrom Immanuel during a recent parliamentary session addressing the Consolidated Review Report for the council’s annual reports from 2016 to 2018.

Mr. Immanuel identified residential owners as the primary contributors to the default rate of arrears. He pointed out that the Nausori Town Council struggles with the capability to fulfill its mandated responsibilities, which is compounded by its financial situation. To assist, the government has allocated approximately $2.8 million to the Nausori Town Council from 2021 to 2025, aimed at improving key areas such as waste management, infrastructure, service delivery, and disaster recovery.

These financial troubles mirror those of other municipal councils such as the Nadi Town Council, which has also reported severe challenges in collecting rates, with outstanding dues hitting $3.4 million. Similar to Nausori, this situation in Nadi limits the council’s ability to provide essential services and infrastructure projects, prompting discussions around increased communication with residents to encourage timely payments and exploring legal avenues for debt recovery.

The Suva City Council has faced parallel issues, with arrears reaching $34.6 million, indicating that the overwhelming majority of the nation’s municipalities are under significant financial strain. A collective focus on improving financial oversight, community engagement, and collaborative efforts amongst stakeholders is emphasized as a path toward enhancing the efficiency of local governance and infrastructure management.

Despite the daunting challenges, there remains hope as the government and local councils look to implement strategic plans and foster community involvement. Such initiatives could lead to rejuvenated municipal services and improved living standards, demonstrating the potential for positive change in the face of adversity.
