The Ministry of Lands and Mineral Resources has addressed the confusion regarding mining leases and exploration licenses, clarifying critical distinctions and their implications for local landowners. In a recent session, Mineral Resources Department Director Apete Soro reassured the public about mining licenses issued between August 2021 and July 2022. He emphasized that only mining leases were granted during this period, noting the significant legal differences between mining leases, which require landowners to forfeit ownership rights, and exploration licenses, which allow landowners to maintain their rights while providing companies access for mineral exploration.

Soro highlighted that a mining lease is specifically for actual mining operations, whereas exploration licenses are limited to exploration activities. This clear differentiation is essential for the proper legal and administrative management of resources in Fiji.

During this period, five special mining leases were issued—three to Vatukoula, one to Xinfa for bauxite, and one to Zen for magnetite, managed by Aurum. Among these, Vatukoula and Amex were the only active operations, with Xinfa’s bauxite mining currently on care and maintenance. The Ministry also pointed out the successful rehabilitation of the Nawailevu bauxite mine, restoring the land that had previously been disturbed.

In a broader context, the Permanent Secretary for the Ministry, Paula Cirikiyasawa, confirmed ongoing efforts to review and refine the Mining Act, with updates set to be presented during parliamentary sessions, promoting transparency and improved governance in the sector.

The commitment to clarifying and reinforcing the legal framework surrounding mining operations highlights the government’s intention to not only improve resource management but to also potentially foster more constructive relationships between the government and local landowners.
