Acting Attorney-General and Minister for Justice Siromi Turaga has reiterated the Government’s unwavering dedication to safeguarding children from drug-related dangers during the launch of a new four-year prevention project, which receives support from the Government of Japan and UNICEF.
At the official unveiling, Turaga emphasized that this initiative is designed to bolster national systems, enhance community resilience, and provide comprehensive services aimed at protecting children and adolescents from the perils of drugs and crime. This project is an integral component of Fiji’s extensive counter-narcotics strategy, outlined in the Government’s Counter-Narcotics Strategy 2023–2028, which advocates for a balanced and evidence-based methodology to mitigate drug demand, supply, and harm.
Turaga underscored that the justice system’s focus should remain on protecting rather than punishing children. “Children who are using drugs are not simply offenders; they are children at risk of harm. And children who are drawn into drug literacy may themselves be victims of exploitation,” he stated, addressing the growing concerns surrounding drug use in schools and the risks posed to young lives.
The recent enactment of the Child Justice Act 2024 reinforces Fiji’s legal framework by promoting diversion and child-friendly justice processes. Turaga stated that detention should be a last resort, with more emphasis placed on prevention, early identification, referral, and rehabilitation.
He also outlined critical priorities including strengthening diversion pathways, enhancing the capabilities of police and justice officials to recognize child vulnerability and exploitation, and improving coordination among justice, social welfare, health, education, and community sectors.
Turaga expressed gratitude to the Government of Japan for its support and to UNICEF for its partnership and guidance, affirming that this initiative will translate national laws and strategies into tangible support for children, families, and communities. He further emphasized the Government’s firm stance against organized criminal networks while ensuring that children affected by drugs receive protection and assistance toward recovery.
This proactive approach not only aims to protect vulnerable children but also represents a hopeful stride towards creating a safer environment for future generations in Fiji.
