Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has expressed his strong support for Prime Minister Sitiveni Rabuka’s recent decision to appoint Opposition Members of Parliament (MPs) to significant ministerial positions, characterizing it as a “smart move.” Kotobalavu views this strategy as a pivotal opportunity to enhance the leadership and functionality of the People’s Coalition Government.

Highlighting the constitutional foundation of this decision, Kotobalavu referenced Section 92 of the 2013 Constitution, which grants Prime Minister Rabuka the authority to appoint ministers and assign their responsibilities. Notably, this reshuffle includes members of the opposition—an uncommon practice in parliamentary systems where ministerial roles are typically held by ruling party members. The appointed MPs have been designated as “cross-bench MPs,” with this status approved by the Speaker of Parliament, legitimizing their involvement in the government.
