During its term as chair, which began in February 2023, the Cook Islands aimed to strengthen the unity and advocacy of the Forum. Foreign Secretary Tepaeru Herrmann noted that ensuring a well-functioning Troika mechanism is crucial as it allows for smooth transitions between leadership and fosters effective implementation of regional strategies.

Key topics discussed in the latest Troika meeting included a review of the 2024 Mission report on New Caledonia, led by key leaders including Prime Minister Brown. Updates on the Review of the Regional Architecture were also prioritized to ensure effective regional governance. Further, Senior Troika Officials deliberated potential influential figures to guide future consultations on regional governance mechanisms.

The meeting also involved discussions on preparations for the upcoming PIF Leaders Meeting, focusing on aligning regional priorities and ensuring accountability from the Secretariat and member states.
