The Ministry of Health has dismissed assertions made by Opposition MP Rinesh Sharma concerning an internal circular related to overtime at the Colonial War Memorial Hospital (CWMH). Assistant Minister for Health, Penioni Ravunawa, emphasized that Sharma’s remarks stem from a misunderstanding of public sector operations, particularly in areas like cost-centre management and budget oversight.
In his statement, Ravunawa clarified that the circular was initiated by the Medical Superintendent at CWMH, who is responsible for overseeing cost management. The directive was designed to assist department heads in enhancing planning, due diligence, and accountability regarding overtime management and the appropriate processing of time off in lieu.
The Assistant Minister highlighted that this circular is a standard management practice aimed at fostering accountability, not an encroachment on staff entitlements or a reduction in overtime pay. He noted that such measures are essential for aligning expenditures with approved programs, thereby ensuring the responsible use of taxpayer money.
“Public institutions have a duty to plan properly, justify overtime requirements, manage budgets prudently, and maintain transparency in the use of public resources,” Ravunawa stated. He cautioned that misrepresenting internal financial protocols for political gain could create unnecessary tension among healthcare employees and the community.
Furthermore, Ravunawa expressed his unwavering support for the Acting Permanent Secretary for Health and the senior management team, commending their commitment to protecting the Ministry’s financial resources and promoting the long-term sustainability of health services.
