The Ministry of Environment and Climate Change has expressed its full support for the Chief Executive of the Maritime Safety Authority of Fiji (MSAF), Joweli Cawaki, in his commitment to uphold maritime safety and environmental compliance. This stance comes in response to recent threats from Goundar Shipping Services, which has indicated plans to withdraw its services and contest MSAF’s regulatory authority. The Ministry has deemed such threats “unacceptable,” reinforcing that safety and environmental laws apply equally to individuals and organizations.

Permanent Secretary Dr. Sivendra Michael emphasized that all maritime operators must adhere to safety regulations, balancing economic interests with environmental responsibilities. He noted that MSAF requires an Environmental Impact Assessment for clearance, with costs borne by project proponents, in line with the Environment Management Act 2005.

This latest development aligns with MSAF’s ongoing efforts to enhance safety standards within the maritime sector, including a recent Cabinet approval for reviewing maritime legislation aimed at ensuring compliance. The authority has been proactive in identifying issues within the industry, particularly regarding Goundar Shipping’s operations.

Cawaki has previously discussed concerns regarding the safety culture within Fiji’s maritime operations and the necessity for rigorous regulations, including age limits for vessels and stricter penalties for violations. His approach underscores MSAF’s commitment to reforming the maritime industry to protect both passengers and the environment.
