The University of the South Pacific (USP) Council has announced the appointment of Siosiua Tuitalukua Tupou Utoikamanu as the new Pro-Chancellor and Chair of Council. His term will begin on November 27, 2024, following a decision made during the Council’s 98th meeting held in Rarotonga, Cook Islands, on November 25.

Utoikamanu brings a wealth of experience to this position, having worked for over 40 years in international development, focusing on public financial management, governance, project management, and consultancy. His impressive career has taken him across several Pacific nations, including Tonga, Fiji, Tuvalu, Niue, Samoa, Nauru, Cook Islands, the Marshall Islands, Vanuatu, and the Solomon Islands.

Having a strong connection to USP, Utoikamanu previously served as the Director of the Pacific Islands Centre for Public Administration (PICPA) from 2012 to 2015. He is also an alumnus of the university, where he began his academic journey with a Preliminary Programme in 1974.

His educational background is extensive, holding multiple degrees from prestigious institutions: a Master’s in Social Science from Birmingham University, a Master’s in Commerce & Administration, and a Bachelor’s in Commerce & Administration, all from Victoria University of Wellington. Additionally, his professional affiliations include membership in various economic and policy organizations, as well as roles in international commissions.

Emeritus Professor Pat Walsh, the Acting Pro-Chancellor and Chair of Council, expressed confidence in Utoikamanu’s leadership, stating that the university is privileged to have someone with his distinguished background guiding its development.

This appointment is a promising step for USP as it moves into its next developmental phase, indicating a commitment to strong leadership and effective governance in educational advancements throughout the Pacific region.
