Concerns about the misuse of government vehicles have led to the implementation of stricter measures designed to enhance accountability and minimize associated costs. Despite current regulations restricting official vehicle use to Ministers and Permanent Secretaries, incidents of abuse have persisted.
Opposition Leader Inia Seruiratu has voiced strong criticism of these violations, calling for greater accountability within ministries handling government vehicle incidents. He shared his experiences from 2011 as a Permanent Secretary, highlighting numerous instances where vehicles were used inappropriately contrary to the policy that mandates they be secured after hours.
Attorney General Graham Leung addressed the concerns by emphasizing that all leased government vehicles are insured, offering a safeguard for any financial repercussions from accidents. This system allows the Ministry of Finance to manage losses through a surcharge process, in line with finance instructions mandated in 2010.
Finance Minister Professor Biman Prasad acknowledged that the current leasing system did not exist when the coalition government assumed office. He has introduced plans for a new vehicle management system designed to reduce misuse and improve oversight of both leased and state-owned vehicles. This initiative will be reinforced by a government fleet management unit under the Ministry of Finance, aiming to enhance compliance and accountability moving forward.
Prior directives have reinforced the policy that government vehicles are strictly for official use, with a circular issued by the Finance Ministry in July reiterating this guideline and explicitly banning personal use or detours. All vehicle operators are required to secure the necessary approvals and documentation, including valid driving licenses and defensive driving certificates.
The government is optimistic that these initiatives will promote safer driving practices and better resource management. By enhancing monitoring and engaging the public, authorities aim to foster a community-oriented approach to vehicle management and road safety, reinforcing trust in governmental operations.
