Fiji Takes Bold Steps Towards Housing Reforms and Support for Vulnerable Communities

The Fijian Cabinet has endorsed a thorough review of the Development of Settlements Act No 21 of 2022, as announced by Local Government and Housing Minister Maciu Nalumisa. This initiative seeks to clarify the processes involved in relocation, provide support for vulnerable communities, and ensure that landlords contribute to relocation efforts effectively.

During his address at the opening of the parliamentary session, President Ratu Naiqama Lalabalavu emphasized the significance of this review in promoting relocation practices that align with international human rights standards, especially concerning the right to housing and adequate living conditions. Minister Nalumisa underscored that the review will include provisions for assisting with transportation and finding proper relocation sites when suitable areas are unavailable.

Additionally, Nalumisa revealed a new project in collaboration with the International Finance Corporation (IFC) aimed at encouraging first-time homeownership while reducing the number of informal settlements over the next decade. This initiative will concentrate on specific regions such as Nepani, Davuilevu, Wainibuku, Tavakubu, and Tavua. However, due to financial constraints, management of these projects has been handed over to the Housing Authority as of January 21 of this year.

The announcement comes as part of the government’s ongoing commitment to tackling the challenges associated with informal settlements, which are home to approximately 20% of the population. Many of these areas lack basic amenities and are marked by high poverty rates, noted at around 29.9% in parliamentary discussions. Past reviews of the legislation regarding informal settlements have highlighted crucial issues related to clarity, equity, and transparency, underscoring the importance of effective governmental intervention.

These proactive strategies reflect the Fijian government’s dedication to improving housing conditions for its citizens. By fostering sustainable community development through collaborative efforts, the government aims to create a future where every Fijian can enjoy safe and dignified housing.
