The President of Fiji, His Excellency Ratu Naiqama Lalabalavu, officiated the swearing-in ceremony of two newly appointed Magistrates, Ms. Manorama Kamini Devi and Mr. Lisiate Fotofili, at State House today. Their formal induction into the Judiciary marks a significant step in enhancing Fiji’s legal framework, as both individuals bring extensive experience to their new roles.

During the ceremony, which was attended by prominent judicial figures including Chief Justice His Lordship Justice Salesi Temo, Chief Registrar Mr. Tomasi Bainivalu, and Acting Chief Magistrate Mr. Josaia Waqaivolavola, Ms. Devi and Mr. Fotofili took their Oaths of Office in accordance with constitutional protocols.

Ms. Devi possesses a rich background in judicial administration, having worked as the Registrar of the Family Court, where she contributed to the smooth operation of family law matters. Her previous roles include acting registrar and assistant registrar from 2014 to 2022, and she has also served as a Legal Research Assistant to the Chief Justice, as well as a Senior Court Officer at the Principal Probate Registry. She earned her Bachelor of Education degree from the University of the South Pacific in 2004, later obtaining her Bachelor of Laws and Postgraduate Diploma in Legal Practice in 2014.

Mr. Fotofili comes to the Magistrate position with significant prosecutorial experience, having worked as a Prosecutor with the Office of the Director of Public Prosecutions (ODPP). His responsibilities included handling complex cases within the Serious Fraud Division under the Proceeds of Crime Act. Prior to this, he served as Acting Deputy Commissioner of FICAC in 2025 and has a history as a Resident Magistrate from 2018 to 2025, covering jurisdictions in Rakiraki, Tavua, and Nasinu. Mr. Fotofili completed his legal education at the University of the South Pacific and holds a Postgraduate Certificate in Corruption Studies from the University of Hong Kong.

With these appointments, the judiciary in Fiji is poised for further development, as both new Magistrates are set to bring their skills and knowledge into their courtrooms, contributing to a robust legal system that upholds justice and integrity.
