The Fiji Independent Commission Against Corruption (FICAC) is continuing its inquiry into the improper use of millions of dollars in public funds related to the Nadi four-lane road upgrade project, yet there have been no recent updates regarding the investigation. Transport Minister Ro Filipe Tuisawau confirmed that his ministry has not received any new information since the initial complaint was lodged over a year ago against a former board member of the Fiji Roads Authority (FRA).
Originally budgeted at $65 million, the Nadi upgrade project has dramatically escalated in cost to $116.8 million, resulting in a staggering cost overrun of $50.9 million. This financial discrepancy came to light during audits conducted last year, as reported by Minister Tuisawau, ringing alarm bells about potential financial mismanagement within the FRA. A particularly troubling detail cited in the audit was a $623,250 expense for bougainvillea plants which bypassed proper tendering procedures, violating the established guidelines that require bidding for purchases over $100,000.
Additionally, the Minister linked this situation to the Queen Elizabeth Drive project, which also surpassed its budget, increasing from an original $61.9 million to $65.7 million. He pointed out that expedited approval processes for substantial contract changes, often without thorough evaluations, have raised significant concerns about oversight and governance in these major projects.
As FICAC’s investigation progresses, the Minister has reiterated the critical importance of implementing strong monitoring and compliance measures to avert similar financial irregularities in future initiatives. This ongoing examination not only underscores the necessity for accountability but also underscores the essential role of ensuring that public funds are allocated efficiently for crucial infrastructure projects.
This scrutiny offers the Fijian government a pivotal opportunity to enhance transparency and accountability in its financial operations, particularly for large-scale projects that impact communities. With a national focus on responsible governance, there is a hopeful prospect that these lessons will translate into improved project management and outcomes for the citizens of Fiji.
