Connecting the Pacific: The Submarine Cable Journey to a Digital Future

As global internet access becomes increasingly vital across various sectors, it is essential for Pacific nations to develop robust international connectivity through submarine cables. These undersea connections play a crucial role in ensuring reliable, high-speed access to global networks, fostering economic growth, development, and digital inclusion in the region.

To manage a submarine cable system effectively, specialized knowledge is required both at technical and management levels. However, local expertise often falls short, prompting Pacific Island Countries (PICs) to recruit experienced expatriates for training or to supplement local management with external specialists.

Management teams responsible for submarine cables must have a comprehensive understanding of domestic market challenges to best serve their retail service provider clients. They must stay updated on regional matters, industry trends, and maintain strong professional networks. Additionally, managing stakeholder expectations, particularly from governments, shareholders, and funding agencies, presents a significant obstacle in delivering economic and social benefits associated with submarine projects, often funded by Multi-National Development Banks (MNDBs).

A pivotal component for success is the Business Plan, which outlines the operational framework for managing these submarine cable systems. This plan must address financial aspects, wholesale pricing, and the need to remain competitive, especially in light of emerging alternatives like Low Earth Orbit (LEO) satellites, which offer low-cost connectivity but come with their own set of challenges.

With major Over-The-Top (OTT) players such as Google and Amazon engaging in submarine cable projects, it becomes vital for PICs to effectively navigate these partnerships to safeguard their national interests and maximize benefits. Entrepreneurs are also exploring opportunities to develop new cables driven by the rising demand for connectivity in the age of artificial intelligence.

Once a submarine cable project reaches the Ready for Service (RFS) stage, ongoing operational considerations such as maintenance and upgrades become paramount. This involves managing equipment operations and commercial agreements, and ensuring availability of spare parts for marine and terminal equipment.

A positive aspect for the region is the support available from companies like Pacific Cables Management (PCM), which offers strategic aid to cable company leadership. For instance, the Belau Submarine Cable Corporation in Palau has benefited significantly through PCM’s guidance, which has led to reduced costs and improved operations as they transitioned to local leadership.

Effective management of submarine cable systems is undeniably a challenge for Pacific nations, but with focused planning, collaboration, and the right expertise, there are promising pathways to enhance connectivity and empower communities throughout the region. By leveraging diverse technologies, including hybrid models that combine submarine cables with satellite solutions, Pacific nations can work towards a more connected and equitable digital future.
