The government allocated an impressive $123.6 million to Walesi from 2015 to December 2022, yet the company struggled to become self-sufficient, relying heavily on government funding. This troubling information was disclosed by Deputy Prime Minister and Minister for Communication, Manoa Kamikamica, during a parliamentary session.

Mr. Kamikamica noted that ten payments totaling $9.3 million could not be substantiated due to missing documentation, which raised concerns about whether these funds adhered to their intended purpose and legal requirements. An audit of the project revealed that it was impossible to establish the total actual costs compared to the budget, primarily due to the absence of a project closure report.

Analysis suggested that the project expenses surpassed $70 million, leading Mr. Kamikamica to claim that at least $80 million, or 68% of the total expenditure, could be classified as waste. He lamented the lost opportunities this wastage represented, such as the lack of funding for essential infrastructure like hospitals and roads.

The situation was exacerbated by the disregard for procurement regulations, with significant contracts, including a $3.6 million project management contract, awarded without the proper tendering process. Moreover, $2.2 million worth of red-flow batteries purchased for backup power were ultimately wasted due to improper storage.

These findings have been referred to the Fiji Independent Commission Against Corruption (FICAC) for further examination. Mr. Kamikamica emphasized the government’s commitment to addressing severe mismanagement and potential legal breaches in this matter, asserting that action will be taken rather than allowing these issues to persist.

Despite the troubling circumstances surrounding this investment, there exists a hopeful perspective that this can serve as a turning point for improved governance and accountability in future projects. With proper oversight and adherence to regulations, the government can work toward optimizing funding use for the welfare of the community.
