Significant governance challenges, including homelessness and financial mismanagement, have emerged from the Consolidated Review Report of the Suva City Council’s Annual Reports for 2016-2018. The report underscores the urgent need for robust leadership to tackle the growing social issues affecting the city, particularly the rising number of individuals experiencing homelessness.
It emphasizes the necessity for improved financial oversight and a thorough review of the existing laws governing local councils. While the report outlines these considerable challenges, it also reflects on the proactive efforts being made by the Suva City Council. Iliesa Vanawalu, Chairperson of the Standing Committee on Social Affairs, reiterated that the aim of transforming Suva into a safe, clean, and peaceful city is still on course. However, he highlighted the necessity for greater support and collaboration from various stakeholders to effectively address these complex issues.
In response to the report, Minister of Local Government Maciu Nalumisa admitted that financial mismanagement has been a critical problem. The government is taking corrective measures, including conducting internal audits and planning to establish a rehabilitation center specifically for homeless individuals and street children. Efforts are also being directed towards enhancing public infrastructure in Suva, particularly with intended upgrades to parks such as Albert Park and Thurston Gardens.
Support for the report’s recommendations came from Opposition MP Hem Chand, who pointed out the need for better governance and accountability among local councils. He advocated for standardizing accounting practices across councils and recommended establishing an Audit, Risk, and Improvement Committee to address audit findings.
Finance Minister and Deputy Prime Minister Professor Biman Prasad criticized previous management practices that led to issues like unpaid rates and ongoing boundary disputes. He emphasized that municipal elections have not occurred since 2005, attributing this to the deterioration of council management. However, he reassured Parliament that preparations for upcoming elections are underway, with $1.5 million allocated to ensure their smooth execution.
This concerted approach highlights a commitment to restoring governance, with hopeful possibilities for improving community welfare and enhancing the management of Suva’s urban challenges. Enhanced collaboration, accountability, and proactive measures could lead to meaningful transformation in the urban landscape of Suva, benefiting all its residents.
