The Land Transport Authority (LTA) is set to acquire new “discretionary” powers concerning the issuance of full driving licenses to those currently holding provisional licenses, pending the approval of the Land Transport (Amendment) Bill 2025 in Parliament. This important legislative proposal, recently introduced, aims to reshape the licensing framework to create a safer driving environment.
Currently, provisional licenses are issued for a two-year duration, after which drivers can apply for full licenses. The proposed amendments would enable the LTA to assess each driver’s performance, providing a more customized approach to licensing. This anticipated change comes in response to alarming data regarding road behavior, with Fiji observing over 49,000 traffic infringements from August 2021 to October 2024, peaking in 2022 before experiencing a notable compliance decline.
Statistics show a significant drop in average monthly traffic infringements, declining from nearly 3,000 in 2021 to around 500 in 2024. Additionally, from 2018 to 2023, there were 27 reported road accidents primarily attributed to issues like speeding, driver fatigue, and improper overtaking—highlighting the urgent need for improved driver education and stricter enforcement measures.
The proposed Bill advocates for reforms in driver education and more severe penalties for repeat offenders, aiming to bolster road safety. This initiative aligns with the LTA’s commitment to combat reckless driving, illustrated by their zero-tolerance policy.
