Fiji’s Road Safety Revolution: Will New Licensing Rules Cut Accidents?

The government is anticipating the passage of the Land Transport Amendment Bill 2025 in Parliament next Thursday, with the objective of strengthening road safety across Fiji. The motion to advance this critical bill was approved last night.

Transport Minister Ro Filipe Tuisawau highlighted that a key feature of this amendment is the introduction of a two-stage provisional license system. Currently, individuals who pass their driving tests receive a provisional license valid for two years, after which they can apply for a full license. The new proposal aims to gradually enhance the privileges of new drivers, allowing them to develop essential skills and awareness critical for safe driving.

“Our aim is to address the alarming trend of road accidents, particularly among new drivers and provisional license holders, ensuring safety for all road users,” Tuisawau stated. He underscored that while Fiji saw a reduction in total road fatalities from 78 in 2023 to 54 in 2024, approximately 20% of these fatalities were linked to speeding or careless driving by provisional drivers.

Earlier articles on similar topics have noted the Land Transport Authority’s (LTA) commitment to improved road safety through a zero-tolerance policy toward reckless driving. The LTA has been actively revoking licenses of individuals involved in serious accidents, emphasizing accountability among drivers. With statistics revealing that traffic infringements had previously peaked at over 49,000 from August 2021 to October 2024, the need for stricter regulations and driver education has become more pressing.

The proposed two-stage licensing system seeks to create a more structured approach that facilitates a competency-based evaluation for provisional drivers, ultimately aiming for reduced accident rates. Identifying reckless driving as a significant issue, the amendment aligns with ongoing efforts by the LTA to enhance road safety.
