The Commission of Inquiry’s redacted report regarding the appointment of former Fiji Independent Commission Against Corruption (FICAC) Commissioner Barbara Malimali has proposed a crucial recommendation. It advises a comprehensive review of all closed corruption investigation files from her tenure, particularly those involving prominent Cabinet Ministers.

Prime Minister Sitiveni Rabuka publicly shared this recommendation on Tuesday, revealing concerns that politically sensitive cases may have been improperly dismissed under Malimali’s leadership. The commission’s findings indicate that during her term, several investigations linked to government officials were abruptly halted. One FICAC staff member testified that Malimali instructed them via email not to allocate resources to complaints filed by social media activist Alexandra Forwood, a step seen as undermining FICAC’s independence.

The proposed independent review could potentially revitalize previously shelved corruption investigations involving high-ranking officials, possibly leading to renewed legal scrutiny and prosecution. Investigative bodies, including the police and FICAC, have received the unredacted version of the report but have yet to confirm whether this will initiate the reopening of closed cases.

The inquiry’s initiation aligns with broader public demands for transparency and accountability, particularly regarding the integrity of FICAC and its operations under Malimali. Previous discussions among political leaders, including former Prime Minister Mahendra Chaudhry and Unity Fiji leader Savena Narube, have emphasized the necessity for FICAC to uphold its independence and rigor in addressing corruption.

The findings of this inquiry represent an opportunity for Fiji to enhance governance and restore public trust in its anti-corruption framework. By committing to a transparent review process, the government appears to be taking significant steps towards fostering an administration rooted in accountability and ethical standards.

As developments unfold, many citizens remain hopeful that this inquiry will lead to meaningful reforms, ultimately strengthening the integrity of Fiji’s governance systems.
