In 2006, Frances Puleiwai, then a law student at USP, took part in the Hibiscus Festival with ambitions to positively impact Suva City and empower women. She expressed her desire to be a role model, especially for single women, encouraging them to embrace their talents through such pageants.
At 22, Puleiwai represented the Daily Post in the Vodafone 2006 Hibiscus Festival while balancing her studies and work.
