Over the years, Sir Francis held various critical roles, including Deputy Prime Minister and Minister for Health and Medical Services. His tenure as Prime Minister spanned from June 1993 to November 1994, and he remained active in political life until 2007.
In recognition of his public service and contributions to the nation, Sir Francis was knighted in 2012. He also held the position of Chairman of the Solomon Islands Political Parties Commission until health challenges led to his resignation.
