His daughter announced his passing on social media, stating he died last night at the National Referral Hospital in Honiara. Sir Francis was born on July 20, 1948, in Emu Harbour on Ranongga Island in the Western Province. He began his education at the Government Primary School in Honiara and continued at King George VI School. In 1973, he earned a Bachelor of Arts in Administration from the University of the South Pacific, becoming one of the first graduates from that institution.

His political journey began in 1976 when he was elected as the Member of Parliament for Ranongga/Simbo and later served as Minister for Home Affairs. His commitment to his constituents was evident when he resigned in 1978 in support of the Western Breakaway Movement. Over the years, Sir Francis held various critical roles, including Deputy Prime Minister and Minister for Health and Medical Services. His tenure as Prime Minister spanned from June 1993 to November 1994, and he remained active in political life until 2007.

In recognition of his public service and contributions to the nation, Sir Francis was knighted in 2012. He also held the position of Chairman of the Solomon Islands Political Parties Commission until health challenges led to his resignation.
