Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has expressed strong support for Prime Minister Sitiveni Rabuka’s recent decision to appoint Opposition Members of Parliament (MPs) to significant ministerial roles, which he described as a “smart move.” This strategic shift in leadership is expected to enhance the governance of the People’s Coalition Government by promoting inclusivity and collaboration across party lines.
Kotobalavu noted that under Section 92 of the 2013 Constitution, Prime Minister Rabuka has the authority to appoint ministers and assistant ministers, including those from the opposition. This makes the current appointments unique, as it deviates from traditional parliamentary practices where such positions are typically reserved for government members only. The appointed MPs are classified as “cross-bench MPs,” a status approved by the Speaker of Parliament, allowing them to serve in these capacities.
He believes that this reshuffle will lead to far-reaching positive impacts on the government’s functionality, enabling it to better serve the needs of the Fijian populace. Kotobalavu emphasized that this approach is not only pragmatic but necessary for enhancing the government’s capacity to govern effectively and improve public service delivery.
Furthermore, as part of the reshuffle, there are plans to introduce Assistant Ministers in key departments such as Public Works, Justice, and Health. This initiative aims to alleviate the Prime Minister’s workload and enable more efficient governance as the coalition government approaches the final stages of its term.
The inclusion of opposition members into key decision-making roles represents a hopeful shift towards a more cooperative political environment in Fiji. By fostering collaboration and inclusivity, this strategy could lead to improved political ties and better public service, ultimately enhancing the government’s ability to meet its responsibilities and adapt to ongoing challenges.
In summary, PM Rabuka’s bold move to incorporate opposition members into ministerial positions signals a significant opportunity for progress in Fiji’s political landscape, reinforcing the need for unity and adaptability in governance and laying the groundwork for effective leadership moving forward.
