Former National Fire Authority Board Chair John O’Connor has pleaded ‘Not Guilty’ to corruption charges brought against him by the Fiji Independent Commission Against Corruption (FICAC). During a court session held in the Suva Magistrates Court, O’Connor and Daniel Whippy, the Managing Director of Carpenters Fiji, both entered pleas of “Not Guilty” in relation to their allegations.

O’Connor is facing one count of Abuse of Office, with accusations that he improperly instructed NFA officers to amend findings in a fire investigation report concerning an incident that took place at the MH Warehouse in Walu Bay on April 8, 2018. It is alleged that these actions occurred between January 1 and September 28, 2018, and were detrimental to the rights of the NFA while intended to personally benefit O’Connor.

Whippy, who is charged with Counseling for the Omission of Offense, is accused of advising O’Connor to adjust the investigation report’s findings.

During the proceedings, Whippy’s attorney informed the magistrate of his client’s need for knee surgery and requested permission for travel to undergo the procedure, which is scheduled from February 2 to March 1, 2025. The FICAC prosecutor did not contest this request, allowing the court to lift a Stop Departure Order for that period. The magistrate granted authorization for Whippy to seek the necessary medical treatment.

The court has scheduled a follow-up mention on March 3, 2025, to establish future hearing dates. This unfolding case underscores the importance of accountability and transparency within Fiji’s public institutions. The judicial process is seen as a crucial mechanism for restoring public trust in leadership and reinforcing ethical standards across both public and private sectors.
