Calls have been made for urgent visa reform in Australia’s seasonal worker program, amid allegations that the current system is leaving Pacific laborers in vulnerable and exploitative situations. Emelda Davis, the president of Australian South Sea Islanders Port Jackson, highlighted significant flaws within the Pacific Australia Labour Mobility (PALM) scheme, asserting that it leaves workers voiceless and at risk.

Davis pointed out that the subclass 403 visa confines these laborers to a single employer, which can leave them powerless in the face of workplace problems. “There’s no way for them to challenge their conditions,” she explained. Despite a review conducted in 2023, Davis maintains that fundamental issues persist, emphasizing that while Foreign Minister Penny Wong mentioned during a visit to Vanuatu that PALM workers should receive the same rights as Australian workers, this is not being realized. “The system still favors labor hire companies, not the workers,” she asserted, noting that it’s crucial that every seasonal worker is treated equally.

In defense, a spokesperson from the Australian Department of Employment and Workplace Relations reported that the government has introduced measures to improve conditions under the PALM scheme since June 2023. These changes include minimum work hours, a pay safety net, clearer deductions, and improved accommodation standards, demonstrating the government’s commitment to protect these workers.

However, it has been noted that there are ongoing concerns surrounding living conditions that many workers face, such as overcrowding and exorbitant housing costs. Davis relayed that some accommodation arrangements require workers to pay up to $160 weekly per bed, leading to unacceptable living conditions that exacerbate financial strain.

Efforts are underway by the Australian government to monitor compliance with these new safeguards through a robust assurance process and a dedicated support line for workers facing exploitation. There is cautious optimism that as these discussions continue, reform and improvements will be implemented to create a more equitable environment for seasonal workers.

Overall, while the journey towards better protections and rights for PALM workers is ongoing, these developments signify a growing acknowledgement of the issues at hand and a commitment from authorities to ensure a safer, more just experience for all involved.
