The Standing Committee on Foreign Affairs and Defence has highlighted the urgent need to address the delays in appointing members to essential bodies, such as the Mercy Commission and the Fiji Law Reform Commission. This concern was expressed in their recently tabled Consolidated Review Report on the operations of the Office of the Attorney-General (OAG) from 2014 to 2022.

The report emphasizes that these delays pose a significant threat to the effective functioning of these critical institutions. For instance, the Mercy Commission, which is responsible for processing mercy applications for convicted prisoners and providing timely advice to the President of Fiji, has not held meetings for several years due to unfilled committee member positions. Similarly, the Fiji Law Reform Commission has been operating without a chairperson for an extended period, which is crucial for researching laws and advising the government on policy matters.

Moreover, the report points out deficiencies in the OAG’s reporting practices, such as inadequate data on liquor licenses and the gender representation among staff. It calls for detailed reports that include gender segregation data to ensure better representation in government operations.

The committee acknowledged some progress in capacity building within the OAG, citing that training for officers has been adequately met through various domestic and international workshops and seminars. However, it urged ongoing revisions of laws to adapt to Fiji’s evolving needs, alongside a call for the simplification of report language to enhance public comprehension.

Additionally, the report underscored the importance of allocating additional resources to combat staff shortages and meet the rising demands from different government ministries.

In conclusion, addressing these delayed appointments and gaps in practice can ultimately strengthen Fiji’s governance and legal framework, paving the way for more effective legislative processes and equitable representation in critical bodies.
