The issue of inconsistent reporting templates for annual reports remains a pressing challenge for municipal councils, as stated by Local Government Minister Maciu Nalumisa during discussions on the Savusavu Town Council’s Annual Reports for the years 2011 to 2013. He emphasized the necessity for a more streamlined approach to reporting, underscoring the development of a standardized method to be adopted across all municipalities.
Minister Nalumisa linked the delay in submitting annual reports by various municipal councils to poor governance, indicating that insufficient management and oversight from the Ministry in previous years have contributed to these complications. He noted the absence of a dedicated department within the Ministry responsible for monitoring and auditing council operations, which has further exacerbated the issues facing the councils.
To tackle these challenges, the Ministry has launched an Audit and Compliance Unit this financial year, responsible for conducting independent internal audits of all councils. So far, five municipal councils have already been audited, with special audits conducted for two councils.
The Office of the Auditor General is currently evaluating the financial statements of the Savusavu Town Council for the 2021-2022 fiscal year, while the council is in the process of compiling its financials for the 2022-2023 and 2023-2024 fiscal years.
This proactive step towards standardization and auditing reflects an essential move towards enhancing accountability and governance within local councils. It showcases a commitment to ensuring that newly elected councilors will be held responsible for managing their resources effectively and can lead to significant improvements in transparency.
Moreover, similar concerns about governance and accountability have surfaced in recent evaluations of other councils, such as Nausori and Suva, where the need for better financial oversight and public trust rebuilding has been highlighted. These collective efforts indicate a growing recognition of the importance of strategic governance and community engagement, paving the way for hopeful progress in addressing longstanding issues in municipal management.
