Cary Yan and Gina Zhou, individuals of Chinese descent, find themselves in a difficult situation abroad after the Marshall Islands government revoked their passports while they were outside the country. The couple initially stated their intention to travel to Hong Kong for Yan’s medical treatment. However, following their involuntary return from Palau to Manila, they were denied entry into the Philippines. The revocation of their passports, communicated to them without any prior notice, has left them stranded and without valid travel documents. Zhou expressed her frustration, saying, “We never received any notice or anything. We don’t have other passports.”

Their legal troubles stem from a 2022 arrest and subsequent extradition to the U.S. for leading a bribery scheme aimed at creating a controversial special economic zone in the Marshall Islands. This scheme involved the establishment of a fictitious United Nations agency intended to facilitate bribes to local politicians, which raised significant national security concerns and opposition.

Incidents surrounding Yan and Zhou reflect a broader issue of criminal activities in the Pacific region, including previous dubious ventures like a multi-level marketing scheme promising miraculous cures. This situation underscores the need for robust immigration policies and careful vetting of individuals seeking to enter different nations, especially those with existing criminal records.
