President Surangel Whipps Jr. departed from Palau on Monday to participate in a significant high-level Troika meeting of the Pacific Islands Forum (PIF) in Brisbane, Australia. This meeting is crucial as it prepares for the upcoming 2026 PIF Leaders Meeting, which Palau will host later this year.
The Troika convenes the current Forum chair, Jeremiah Manele, Prime Minister of Solomon Islands; the immediate past chair, Prime Minister Aisake Value Eke of Tonga; and President Whipps, the incoming chair. This collaborative assembly is designed to ensure political continuity and coordination in the region between annual PIF leaders’ meetings. Whipps’ involvement underscores Palau’s increasing influence in determining regional priorities in anticipation of its hosting duties for the 2026 summit.
This mechanism, while not granting decision-making power to the Troika, serves as a vital consultative platform that aids the Forum chair in implementing the decisions articulated in the PIF’s annual communiqué. Its primary role revolves around advancing agreed-upon regional initiatives, providing valuable guidance to incoming chairs, and maintaining momentum on pressing political and developmental issues impacting the Blue Pacific.
Through the Troika framework, Pacific leaders collaborate to advocate for initiatives vital to the Forum at both regional and international levels. In addition to the Troika discussions, President Whipps will also meet with Masato Kanda, President of the Asian Development Bank, to explore avenues for development cooperation and partnerships pertinent to Palau and the broader Pacific region.
