Pacific Ocean Commissioner Dr. Filimon Manoni is rallying regional leaders to assert the Pacific’s influence in global ocean governance as the region prepares for the third UN Ocean Conference (UNOC3) in Nice, France, scheduled for June 2025. At the opening of the UNOC3 Technical Meeting, Dr. Manoni emphasized the necessity of a unified Pacific voice in advancing Sustainable Development Goal 14 (SDG14), which focuses on ocean conservation and sustainable use.

He articulated the vital role of the UN Ocean Conference in placing ocean issues at the forefront of global discussions, rather than relegating them to subordinate positions in broader agendas. “The continuation of the UN Ocean Conference process is critical for holding the world accountable for the commitments made towards SDG14,” Dr. Manoni stated.

Highlighting the mandate from Pacific Islands Forum leaders, who tasked him with coordinating regional preparations for UNOC3, Dr. Manoni affirmed the importance of inclusive participation from all member nations. The Technical Meeting is part of the groundwork leading up to the global conference, which seeks to intensify collaborative and well-informed contributions from the Pacific nations.

Dr. Manoni outlined key priorities for the Pacific as they engage in this international discourse. He called for strong regional positions, the reinforcement of national voluntary commitments, and the establishment of coalitions to tackle ocean action projects post-UNOC3.

In parallel discussions, Olivier Poivre d’Arvor, the French Special Envoy for the UN Ocean Conference, assured that Pacific Island voices will be central to the conference agenda. He confirmed plans to dedicate a special day to Pacific nations, during which initiatives and contributions from the region will be showcased.

The significance of these meetings is underscored by the growing recognition of the Pacific Islands in global climate discussions and the urgent need for collaborative efforts to address threats posed by climate change and the sustainable use of marine resources.
