Siosiua ‘Utoikamanu, Chair of the Pacific Catastrophe Risk Insurance Company (PCRIC), has underscored the urgent need for regional unity and visionary leadership to tackle one of the most significant challenges confronting Pacific Island nations: the necessity for institutional and financial resilience against escalating natural disasters. His remarks were delivered at the commencement of a three-day Pacific Regional Disaster Resilience Financing Workshop held in Suva.

Utoikamanu emphasized the critical importance of regional partnerships to ensure future security, stating, “Our future security is fundamentally predicated upon the strength of our regional partnership.” He pointed out that the Pacific’s shared geographic vulnerabilities necessitate collaborative solutions and immediate action.

Since its establishment in 2016, PCRIC has been instrumental in managing disaster risk, offering immediate financial assistance to member countries in the wake of calamities while also working to enhance long-term capabilities related to climate and disaster risk financing. Utoikamanu noted, “We provide rapid equity and essential cash support to member nations in the immediate aftermath of a disaster, ensuring that fiscal stability is maintained during periods of crisis.”

The impact of natural disasters in the Pacific is far from theoretical; these events can severely strain national budgets, disrupt critical services, and jeopardize years of developmental progress. The workshop, supported by the Asian Development Bank among others, is designed to deepen regional understanding, bridge existing gaps, and fine-tune strategies relating to disaster risk financing.

Moreover, Utoikamanu challenged participants to not only acquire technical knowledge during their time at the workshop but also to embrace their roles as key architects of resilience within their administrations. He concluded by stressing the importance of visionary leadership in disaster risk financing, stating, “The efficiency of disaster risk financing is not solely dependent on institutional mechanism. It requires visionary leadership… Your leadership is the bridge between theoretical preparedness and the practical protection of our people.”

As the Pacific region contends with an increasing frequency and cost of disasters, the workshop aims to foster robust discussions and promote enhanced collaboration to secure a safer future for the region.
