Pacific Ambassadors based in Tokyo met with senior officials from the Forum Troika on the eve of the Japan–Pacific Islands Forum Kizuna Talanoa, the Pacific Islands Forum Secretariat has confirmed, marking a coordinated push to sharpen diplomatic preparations ahead of a busy year of Japan–Pacific engagements. The meeting, held on the eve of the Kizuna Talanoa convening from March 10–12, brought together representatives of the Pacific Island Countries Ambassador’s Group and visiting officials from Tonga, the Solomon Islands and Palau.

According to a statement from the Forum Secretariat, the gathering provided an opportunity for Pacific Ambassadors in Tokyo to brief the visiting Troika delegations on their ongoing engagements with Japan and to map out emerging opportunities. Discussions focused in particular on the practical preparations needed for the Pacific Islands Leaders Meeting (PALM) cycle, including the upcoming PALM Ministerial Interim Meeting (MIM) and the eleventh Leaders’ PALM (PALM11).

Beyond immediate event logistics, the talks also examined ways to strengthen ties between Pacific diplomatic missions in Japan and the Pacific Islands Forum Secretariat. The Secretariat said the Ambassadors welcomed “the prospect of continued exchanges and briefings” with the PIF Secretariat — an outcome intended to ensure consistent messaging and coordinated positions as Pacific countries engage Japan at ministerial and leader levels.

The Secretariat highlighted that these embassy-level discussions are timely given a programme of higher-level engagements anticipated later this year, and ultimately feeding into preparations for the Leaders’ PALM in 2027. By coordinating now in Tokyo, Pacific missions aim to streamline briefings and policy positions so that ministerial and leaders’ discussions with Japan reflect a cohesive regional approach.

The Troika — traditionally the group of current, incoming and outgoing Forum Chairs — plays a central role in guiding the Forum’s immediate agenda. Bringing Troika officials to Tokyo for this preparatory session underscores the importance Pacific leaders place on their Japan relationship and on ensuring that PALM-related negotiations and cooperation measures are advanced with shared priorities.

This meeting forms part of a wider series of engagements surrounding the Japan–Pacific Islands Forum Kizuna Talanoa, where Pacific leaders and Japanese counterparts will hold talks from March 10–12. The Forum Secretariat’s note signals a pragmatic shift toward closer, ongoing coordination between Pacific missions and the Secretariat as the region readies for ministerial, leader-level and multiyear PALM processes.
