Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has praised Prime Minister Sitiveni Rabuka’s decision to appoint Opposition MPs to significant ministerial roles, deeming it a “smart move.” Kotobalavu argues that this strategy could greatly enhance the leadership of the People’s Coalition Government.

Referring to Section 92 of the 2013 Constitution, Kotobalavu pointed out that Prime Minister Rabuka possesses the full authority to appoint ministers and assign their responsibilities, which now includes members from the opposition. He noted this is distinct from the conventional practice in a parliamentary system where such appointments are typically limited to government members.

These appointments are constitutional as the MPs concerned have received “cross-bench” status, a designation sanctioned by the Speaker of Parliament, allowing them to fill these ministerial roles. This unique arrangement indicates a broader commitment to inclusivity within the government.

Kotobalavu foresees far-reaching positive implications stemming from this reshuffle, asserting it will enhance the government’s ability to govern the nation effectively and improve service delivery to the public. Moreover, he believes that this pragmatic decision will reinforce PM Rabuka’s leadership within both his government and the People’s Alliance party.

As part of this strategic reshuffle, there are plans to introduce Assistant Ministers in key departments, including Public Works, Justice, and Health. Such adjustments aim to alleviate the Prime Minister’s workload while enabling more efficient governance.
