Major Shake-Up in Fiji’s Public Service: What’s Next?

The Public Service Commission (PSC) chairman Luke Rokovada has indicated that the reassignment of Selina Kuruleca from the Education Ministry to the position of Permanent Secretary for Justice marks the beginning of more changes within the public sector. In a recent interview in Nadi, Rokovada emphasized that the reshuffle was deemed necessary, clarifying that it was not tied to performance issues or influenced by the Prime Minister’s directives.

“The commission made this decision in agreement with the Prime Minister,” he stated, underscoring that all appointments and transfers for Permanent Secretaries are collaboratively decided by the commission and the Prime Minister.

Ratu Meli Nacuva will assume the role of Acting Permanent Secretary for Education, while also serving as Permanent Secretary for Youth and Sports. Rokovada highlighted Nacuva’s background in public administration, education policy, and training, which are expected to support ongoing initiatives to enhance the quality and accessibility of education in the region.

When discussing the rationale behind the changes, Rokovada referred to it as a standard reshuffle, stating, “It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organizations.” He noted that the PS Justice position is new, and since an appropriate candidate could not be identified through the normal recruitment process, Kuruleca was considered a suitable choice for the role.

Rokovada addressed apprehensions about Kuruleca’s lack of experience in the justice sector, asserting that the commission is confident this new position will effectively utilize her skills and qualifications. He also mentioned that an announcement regarding the Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry would be forthcoming, following the resignation of Yogesh Karan.
