The Fiji National Provident Fund (FNPF) has entered a significant Memorandum of Understanding with the Vanua o Nalolo concerning the use of its qoliqoli, marking a pivotal moment for the local community. This foreshore lease agreement, valued at $1.2 million, is set to be distributed among the six yavusa of the Vanua o Nalolo over the next three years.

The signing ceremony took place at the Fiji Marriott Bay Resort in Momi Bay, with the six traditional leaders of the vanua and Tui Nalolo, Ratu Kini Vosailagi, in attendance. Ratu Kini expressed his commitment to safeguarding the welfare of future generations, emphasizing the necessity of considering the long-term implications for resource owners when entering such agreements. He urged for the protection of their natural resources, highlighting the importance of preserving cultural heritage while engaging in development.

Sitiveni Nawaqa, president of the Viti Indigenous Tourism Alliance (VITA) and lead consultant for Vanua o Nalolo, described the agreement as a culmination of over 20 years of effort to achieve compensation for the use of their qoliqoli. He reflected on the persistent efforts of his father and community leaders who had previously advocated for their rights. Nawaqa expressed gratitude to FNPF for responding positively to their longstanding requests.

FNPF CEO Viliame Vodonaivalu remarked that this agreement is a historic first for the fund regarding qoliqoli. He noted that the Fiji Marriott Momi Bay Resort, which is wholly owned by FNPF, was built over a foreshore, making this agreement particularly noteworthy. Vodonaivalu expressed optimism that the financial benefits will be wisely managed by the landowning units, reinforcing the fund’s commitment to supporting community development.

The Momi Bay Resort, which features 250 rooms and is internationally branded, officially opened its doors in April 2017. This agreement not only fortifies the relationship between the FNPF and local landowners but also sets a precedent for future partnerships that prioritize community welfare while promoting tourism development in the region. This collaborative effort provides hope for sustainable growth and the protection of cultural values among the local populace.
