Chief executive officers of municipal councils have been put on notice regarding increased accountability for financial expenditures as the Government enhances its oversight of local councils. Minister for Local Government Maciu Nalumisa emphasized the urgent need for improved financial discipline, reporting, and internal controls within all municipalities.

“Every single cent that a council spends will be accounted for; accountability is very important and we expect timely financial reporting,” stated Mr. Nalumisa. He stressed that management accounts and monthly reports must be submitted regularly, underscoring the need for transparency.

The Minister also highlighted the necessity of adhering to procurement procedures, declaring that compliance is non-negotiable. He firmly warned against practices such as contract splitting, bypassing established procedures, and engaging in informal arrangements. “If there is a deviation from your policy or procedures, you must ensure that it is addressed,” he asserted.

Moreover, Mr. Nalumisa pointed out that any funds allocated by the Government for specific projects and subsidies must be utilized solely for their intended purposes, and any deviations from this must receive prior approval.

He reiterated that strong internal controls are vital not only for protecting public funds but also for maintaining the trust of the public in local government institutions. This move aims to foster greater integrity within municipal councils and enhance fiscal responsibility, ultimately contributing to more effective governance and improved public confidence.
