The American Samoa Government and various non-profit organizations are currently facing uncertainty due to a federal funding freeze initiated by President Trump. Local officials are actively seeking clarity from federal grantors on how this freeze will affect essential services and personnel.

This week, several organizations held conference calls with federal partners to gather information and develop strategies to address the limitations imposed by the freeze. Panisia Neueli, the Acting Director of the Department of Human and Social Services, mentioned that they were attempting to draw down approved federal grants and had reached out to funders for guidance on program continuations.

Although there were concerns regarding potential impacts, a U.S. District Court Judge, Loren Alkhan, intervened right before the freeze took effect, issuing a temporary administrative stay that halts the freeze until the following Monday. This gives American Samoa some breathing room as they navigate the situation.

Congresswoman Uifaatali Amata reassured the residents of American Samoa, stating that congressional grants are expected to proceed after a brief review of federal expenditures linked to previously allocated funds, emphasizing the critical role these grants play in sustaining local services. She expressed understanding for the President’s aim to manage national spending but stressed the importance of ensuring that mandated funding under the law continues.

Representative Larry Sanitoa highlighted the severe impact such federal funding changes could have, given that 80 to 90 percent of the territory’s budget relies on federal grants. Following the freeze announcement, reports surfaced indicating that the portals for grantees to access federal funds were temporarily unavailable but resumed shortly after.

Overall, the situation remains dynamic as local officials and representatives continue to advocate for necessary funding, illustrating a determined response to safeguard essential services for American Samoa amid the uncertainties of federal funding. The hope now resides in the collaboration between local and federal leadership to ensure support and continuity in federal assistance programs despite the ongoing challenges.
