Fiji’s Integrity Question: Why Is the Inquiry Report Under Wraps?

Prime Minister Sitiveni Rabuka has announced that the Commission of Inquiry (COI) report regarding the appointment of Barbara Malimali as Commissioner of the Fiji Independent Commission Against Corruption (FICAC) will not be made public at this moment. This decision comes after Rabuka met with President Ratu Naiqama Lalabalavu, during which he advised that disclosing the full report could potentially jeopardize ongoing investigations involving FICAC and local police.

Rabuka stressed, “It might be premature to publicize the full report as it may still be required by the Fiji Police Force and/or FICAC in order to avoid prejudicing any ongoing or future investigations.” While earlier indications suggested that the report would be publicly accessible, Rabuka has now reassured that discussions are ongoing and that some concerns raised within the report have helped clear his doubts about the appointment process.

The inquiry report received considerable attention after it was delivered earlier this month, indicating that it covers not just Malimali’s appointment but also broader issues affecting governance and integrity within FICAC and the governmental framework.
