Commissioner of Inquiry Justice David Ashton-Lewis conveyed optimism regarding the publication of the Commission of Inquiry (COI) report, which he recently delivered to President Ratu Naiqama Lalabalavu and Prime Minister Sitiveni Rabuka. The comprehensive 400-page report explores the appointment process of Barbara Malimali as Commissioner of the Fiji Independent Commission Against Corruption (FICAC).

In addressing the media, Ashton-Lewis urged patience from the public and journalists alike, highlighting the importance for both leaders to thoroughly review the findings before making any decisions. He stated, “I believe it will be made public, but that’s my belief,” emphasizing that the time taken should not be misconstrued as an intention to withhold the report. The inquiry’s duration extended to nine weeks, far exceeding its initial two-week expectation, due in part to the complexity of testimonies from 35 witnesses.

Ashton-Lewis sought to reassure the public amidst concerns about the investigation’s length and complexity. “Many of those witnesses opened doors to other matters that related to our terms of reference. We had to investigate, and that takes time,” he explained. The inquiry’s goal has been to ensure comprehensive conclusions and recommendations that are both meaningful and legally sound.

This ongoing inquiry plays a crucial role in Fiji’s governance, addressing key issues surrounding integrity, accountability, and transparency in high-level public appointments. Previous reports have indicated that this scrutiny could pave the way for institutional reforms aimed at strengthening public confidence in governmental operations.

The anticipation surrounding the report’s findings reflects a hopeful trajectory for enhancing ethical governance in Fiji. As stakeholders digest the complexity of the inquiry and await its revelations, there is a collective optimism that the efforts will culminate in meaningful change and renewed trust in public institutions.
