The Commission of Inquiry (CoI) tasked with investigating the appointment of Fiji Independent Commission Against Corruption (FICAC) Commissioner Barbara Malimali has officially submitted its final report to President Ratu Naiqama Lalabalavu. This significant handover, conducted at State House, involved Sole Commissioner Justice David Ashton-Lewis and Assisting Counsel Janet Mason, who expressed gratitude for the extensive work completed during the inquiry.

In his remarks upon receiving the report, President Lalabalavu acknowledged the diligent efforts of both Justice Ashton-Lewis and Mason in compiling the findings, which examine whether due process was followed in the appointment and consider any legal or ethical breaches that could impact FICAC’s reputation and efficacy.

The inquiry’s Terms of Reference, established last October, focused on ensuring transparency and accountability within Fiji’s governance framework. Over several months, the CoI engaged in extensive hearings, reviewed documentation, and consulted with a breadth of witnesses, including government officials and judicial officers, to gather relevant insights related to Ms. Malimali’s appointment.

As a next step, Justice Ashton-Lewis and Mason are set to present the report to Prime Minister Sitiveni Rabuka, which will guide further actions, including the potential publication of the report’s findings. The anticipated recommendations aim to bolster institutional integrity and instill greater public trust in government operations.

This inquiry represents a pivotal moment for Fiji, suggesting a collective hope for positive reforms. By emphasizing ethical standards in high-level governmental appointments, the CoI’s findings might pave the way for enhanced governance practices, ultimately striving for a political environment characterized by integrity and transparency. As these developments unfold, there is optimism that they may lead to meaningful advancements within Fiji’s institutional landscape, reinforcing public confidence in its governance.
