Prime Minister Sitiveni Rabuka has announced that President Ratu Naiqama Lalabalavu has moved to implement key recommendations from the final report of the Commission of Inquiry (COI) concerning the appointment of the Fiji Independent Commission Against Corruption (FICAC) Commissioner. The report, which was submitted on May 14, 2025, spans 648 pages and has led to significant changes within the organization.

Among the immediate actions taken include the suspension of Ms. Barbara Malimali from her position as FICAC Commissioner, pending a police investigation into allegations highlighted in the report. Additionally, Ms. Lavi Rokoika has been appointed as the Acting FICAC Commissioner, effective immediately, while the appointment of Mr. Lisiate Fotofili as Deputy Commissioner has been rescinded as he returns to his previous role within the judiciary. The official transition of responsibilities took place at FICAC Headquarters in Suva.

In urging public patience, Prime Minister Rabuka emphasized his commitment to releasing the report funded by the people of Fiji but noted the necessity of doing so in a manner that preserves the integrity of ongoing investigations and respects civil rights. He stated that the report has clarified concerns about the appointment process, which aligns with previous commitments to transparency and accountability.

This inquiry has been pivotal in addressing the significant public demand for improved governance and reveals a collective hope that these changes will restore trust in the FICAC and government institutions. By navigating these developments responsibly, there is optimism that Fiji can foster a more reliable and accountable political environment, ultimately enhancing ethical standards across public services.

As the situation evolves, the implications of the COI report could pave the path for necessary reforms in Fiji’s governance framework, reinforcing the principles of integrity and accountability. This moment is viewed as a crucial opportunity for Fiji to strengthen its democratic institutions and ensure that they meet the public’s expectations for transparency in governance practices.
