Prime Minister Sitiveni Rabuka recently addressed the legislative journey of the Constitution (Amendment) Bill 2025, which passed its initial reading in Parliament with a notable 41 votes in favor. The Prime Minister assured that the government will follow all necessary legislative procedures for the bill’s review, which must include thorough debate and a “super” majority for constitutional amendments. This requirement is rooted in Sections 159 and 160 of the Constitution and may necessitate public engagement, possibly through a referendum, to gather support for the proposed amendments.

When questioned about bipartisan cooperation, particularly from the Opposition, Rabuka clarified that the recent vote was primarily procedural, requiring only a simple majority. He underscored the importance of cross-party collaboration in advancing significant constitutional amendments and initiatives, such as the National Truth and Reconciliation process, which resonate with many citizens’ hopes for a more just society.

The Prime Minister also addressed public concerns regarding increased accountability for those involved in coups, aligning with proposals to amend the Constitution to explicitly define coups as treasonous acts. This change would introduce mechanisms to foster public support for such legislative amendments.

Despite the elimination of a compulsory referendum for constitutional changes, Rabuka reaffirmed the government’s commitment to transparency and diligent scrutiny in future legislative processes. He emphasized that any amendments would be made in accordance with established laws and approved protocols.

In addition to these constitutional concerns, various public figures have voiced worries about governance issues, including illegal transportation services and challenges within essential sectors like healthcare and education. The Rabuka administration is actively attentive to these matters and is formulating plans to enhance services and law enforcement actions.

Furthermore, addressing criticism over the hiring of expatriates for government roles, the Prime Minister clarified that all public service positions are advertised on an international scale, ensuring a merit-based selection process.
