Fiji is gearing up for significant legislative changes, with two key bills—the Constitution Amendment Bill and the Code of Conduct Bill—slated for discussion in Parliament during its initial session of 2025. Prime Minister Sitiveni Rabuka has confirmed that amendments to certain provisions of Chapter 11 of the Constitution will be on the agenda.
In his address at the opening of Parliament, President Ratu Naiqama Lalabalavu outlined the government’s ambitious legislative priorities, which center around essential constitutional reforms aimed at fostering economic growth and enhancing national security. He stressed that the proposed changes must reflect the aspirations of the Fijian people, advocating for inclusivity and fairness within the constitutional framework.
The Code of Conduct Bill, long awaited, is also on the government’s agenda. President Lalabalavu described this bill as crucial for bolstering accountability among public officials, filling a significant void in Fiji’s governance that has lingered for decades.
Prime Minister Rabuka acknowledged the urgent need for these reforms, highlighting ongoing criticism of the Constitution since its implementation, particularly concerning both the adoption process and its substantive content. He shared that the Cabinet has completed a review of the Bill and plans to establish a Constitution Review Commission to facilitate public participation in discussions about the suggested amendments.
This legislative initiative connects with the goals outlined in the 2025-2029 National Development Plan (NDP), which seeks to strengthen legal frameworks and protect citizens’ rights. The proposed reforms not only aim to improve governance but also offer a hopeful opportunity for Fijians to shape a more representative and equitable democracy.
Engaging citizens in this legislative process is pivotal, demonstrating a commitment to a governance model that is responsive to the diverse needs and aspirations of all Fijians. By emphasizing inclusivity and transparency, the government aims to build trust and restore confidence in public institutions, paving the way for a bright future where citizen voices hold significant value.
This legislative journey represents a critical step toward enhancing governance and fostering a more equitable society for all Fijians, emphasizing the importance of active public participation in shaping the nation’s future.
