The Biosecurity Authority of Fiji is facing intense scrutiny following remarks from Agriculture Minister Vatimi Rayalu, who revealed that the organization has a greater number of administrative workers than technical experts. This revelation has raised concerns regarding the Authority’s operational effectiveness. Minister Rayalu emphasized the worrying trend of skilled local professionals leaving the Authority, prompting an investigation into the underlying causes of this attrition.

During discussions in Parliament regarding the review of the Biosecurity Authority’s Annual Report from 2011-2013, Rayalu highlighted that while the Authority functions independently, its structure and technical expertise are inadequate to effectively achieve its goals. He acknowledged the report’s findings, particularly the link between the Authority’s programs and the Sustainable Development Goals, and expressed support for the 11 recommendations proposed by the Standing Committee as a guide for improving the Ministry of Agriculture and Waterways.

Independent MP Rinesh Sharma raised concerns about the potential conflict of interest in having the Biosecurity Authority report to the Ministry that promotes agriculture, suggesting a need for it to be managed independently. However, Minister Rayalu defended the existing structure, arguing that biosecurity has historically been integrated into the Agriculture Ministry and that competent professionals are conducting the necessary work.

This situation aligns with broader discussions surrounding the governance of biosecurity in Fiji, particularly in the context of recent changes aimed at enhancing the capabilities of the Biosecurity Authority.
