The Fijian government is actively negotiating with the Asian Development Bank (ADB) for a substantial finance package worth $386.3 million intended to support the Healthy Oceans and Water Supply Improvement Project (HOWSIP). This initiative was detailed in an Economic and Fiscal Update Supplement accompanying the 2025-2026 budget, released by the Ministry of Finance.
HOWSIP aims to foster inclusive urban development that stimulates economic activities, enhances livability, and promotes environmental sustainability. It is designed to strengthen the resilience of water supply systems against the impacts of climate change and natural disasters, while also ensuring the health of the oceans, crucial for the livelihoods and aspirations of both current and future generations in Fiji.
The estimated cost for HOWSIP is around US$166.0 million, with the ADB board expected to approve the package around October 2025. This investment aligns with Fiji’s broader efforts to address challenges in its water infrastructure and environmental protection initiatives, similar to previously announced projects aimed at improving water and wastewater systems.
Earlier discussions highlighted a significant investment of $284 million in the 2025-2026 budget for upgrades to Fiji’s water infrastructure, which includes plans to enhance the Water Authority’s distribution networks and reduce losses in treated water. This comprehensive approach reflects Fiji’s commitment to modernizing its infrastructure and securing sustainable water resources, essential for improving public health and boosting economic growth.
Overall, the partnership with the ADB and ongoing projects signify a promising future for Fiji as it works towards enhancing its environmental resilience and ensuring access to essential services for all citizens. This effort not only addresses immediate infrastructure needs but also holds the potential for long-term benefits in terms of sustainability and economic stability.
