A long-standing issue involving a contingent asset of $84 million between the Fiji Roads Authority (FRA) and municipal councils remains unresolved. The conflict originates from a 2013 Memorandum of Understanding (MOU) that outlined the financial responsibilities between the FRA and the councils.

During a recent session with the Standing Committee on Public Accounts, FRA’s Head of Risk and Compliance, Ravneel Lal, acknowledged the complexities arising from this agreement, which has stirred confusion over accounting practices related to receivables and payables. To resolve these complications, Lal emphasized the need for a current MOU that shifts governance from local to central levels.

The $84 million figure, recorded as a contingent asset in the FRA’s 2019 financials, has continued to remain off-balance sheet and may need to be written off, indicating potential financial management challenges within the FRA. Lal expressed optimism that the matter could be settled within the current financial year.

This issue aligns with broader financial challenges faced by the FRA, which recently reported a $24.7 million shortfall in its 2023 budget due to delays in transport projects. The ongoing scrutiny by the Fiji Independent Commission Against Corruption (FICAC) also reflects concerns over financial practices and inefficiencies within various governmental agencies, including the FRA.

Despite these challenges, there is hope that addressing these financial discrepancies provides an opportunity for the government to enhance its accountability and management practices. The ongoing efforts to refine the financial oversight mechanisms may pave the way for improved resource allocation and infrastructure development, ultimately benefiting the citizens of Fiji.

By fostering transparency and addressing these long-standing issues, there is potential for a more robust and resilient infrastructure framework to emerge, which is crucial as Fiji continues to build and grow.
