Starting January 1, 2026, the Maritime Safety Authority of Fiji will implement an updated version of the Personal Safety and Social Responsibilities (PSSR) course for all seafarers operating in Fiji waters. This announcement was made last week and emphasizes the importance of aligning local training requirements with international standards.
The update was confirmed by the authority’s acting CEO, Iliesa Batisaresare, who noted that it aligns with the amendments to STCW Table A-VI/1-4, which were adopted under the International Maritime Organization (IMO) Resolution MSC.560 (108). These changes focus on the new mandatory competencies necessary for addressing violence and harassment at sea, including issues such as sexual harassment, bullying, and sexual assault.
While the updated PSSR course is mandatory for seafarers serving on foreign vessels, the authority also highlighted that it is relevant for all domestic seafarers. Local seafarers are strongly encouraged to update their valid PSSR certification in light of the new amendments. Anyone looking to seek employment on international vessels after January 1, 2026, must complete the revised PSSR module at an MSAF-approved Maritime Training Institute (MTI).
Batisaresare stressed the importance of proactive measures to avoid delays, urging domestic seafarers to prepare ahead of time. Those pursuing foreign employment will need to attend the updated PSSR training and secure a new PSSR certificate to present to manning agents, foreign administrations, or Port State Control authorities as required.
This initiative reflects a significant commitment to improving safety and social responsibility within the maritime sector and ensuring compliance with the revised STCW Convention, underscoring Fiji’s dedication to protecting seafarers and enhancing working conditions on vessels. This modernization aims to foster a safer environment for all maritime professionals, providing them with crucial skills and knowledge to combat harassment and violence at sea.
