Prime Minister Sitiveni Rabuka has told Parliament the government is moving to protect educators after mounting concerns about teacher safety, announcing the development of a formal Teacher Safety and Protection Framework.

Speaking in his right of reply in Parliament, Rabuka said the framework is being developed through the Ministry of Education in partnership with the Fiji Police Force and school management committees. He said the initiative will bolster school-level protocols for addressing harassment, violence and threats directed at teachers. “Teachers must be able to perform their duties in an environment that is safe, respectful, and supportive,” Rabuka said.

The Prime Minister framed the move as part of a suite of reforms aimed at strengthening Fiji’s education system. He said the protections are intended not only to respond to incidents when they occur but to put clearer procedures in place so school authorities and police can act swiftly and consistently. The government has not yet released a timetable or detailed provisions for the framework.

Rabuka’s announcement responds to what he described as growing concern about the safety of teachers in schools. The new framework will formally link school management committees — which include community and parental representatives — with police processes, aiming to streamline reporting, investigation and preventative measures inside and outside the classroom.

Ministry of Education officials will lead development of the framework, working alongside officers from the Fiji Police Force, according to Rabuka. The collaboration signals an emphasis on combining education-sector policy with law enforcement responses, although exact responsibilities, disciplinary pathways and any proposed legal or regulatory changes remain to be disclosed.

The government said the proposed protections are designed to support teachers as central actors in shaping the nation’s future. Rabuka stressed that ensuring a secure workplace for educators is integral to maintaining a learning environment that meets students’ needs and furthers broader reform goals for the sector.

For now, the announcement sets out the policy direction and the partners involved; stakeholders and school communities will be watching for the framework’s detailed provisions, how it will be implemented across urban and rural schools, and the timeline for rollout. The Ministry of Education has yet to publish further details.
