Fiji has made a notable advancement in its efforts to be removed from the European Union’s list of non-cooperative tax jurisdictions by becoming the 152nd signatory to the Multilateral Convention on Mutual Administrative Assistance in Tax Matters. This significant step was marked by a signing ceremony in Paris, where Fiji’s Minister for Finance, Commerce and Business Development, Esrom Immanuel, officially signed the agreement.
By joining the Convention, Fiji is now part of a comprehensive international framework that facilitates tax cooperation through the exchange of information with 151 other jurisdictions, including major global financial centers. This move not only enhances the Convention’s influence in the Asia-Pacific region but also complements over 8,000 existing exchange relationships.
The Convention promotes robust mutual assistance in taxation matters, allowing for various forms of collaboration such as information exchanges on request, spontaneous and automatic exchanges, tax examinations in foreign countries, and concurrent audits. It also prioritizes the protection of taxpayers’ rights.
Crucially for Fiji, the Convention serves as the main legal framework to implement the Common Reporting Standard (CRS) for Automatic Exchange of Financial Account Information, a protocol crafted by the OECD and G20 nations. This enables more than 125 jurisdictions globally to automatically share details on offshore financial accounts, a critical component in achieving international tax transparency.
In addition to information sharing, the Convention plays a crucial role in combating illicit financial flows and supports the objectives of the OECD/G20 Base Erosion and Profit Shifting (BEPS) Project, which seeks to address tax practices that allow multinational corporations to shift profits to low-tax areas.
Fiji’s accession to this Convention marks significant progress in aligning with global tax standards and is expected to bolster trust among international partners, bringing the nation closer to being delisted by the EU as a non-cooperative tax jurisdiction. This development showcases Fiji’s commitment to enhancing its tax system and promoting transparency in financial matters on the international stage.
