The Fiji Corrections Service is embarking on a significant initiative to relocate the Suva Prison as part of a comprehensive infrastructure upgrade aimed at tackling overcrowding, flooding, and outdated facilities. Acting Commissioner of Corrections Auta Moceisuva revealed that most of the country’s correctional facilities were established during the colonial period, failing to comply with modern international standards, including the UN’s Mandela Rules.

Discussions are currently focused on moving the Suva Prison to Naboro, as the existing facility is deemed unfit for its purpose. Originally built in 1912 to accommodate 235 inmates, the prison now houses approximately 340 prisoners, which is nearly 45% over its designed capacity. Moceisuva pointed out that the aging infrastructure is unable to support the current inmate population effectively.

During heavy rain, certain low-lying areas within the prison experience flooding, necessitating the relocation of inmates to safer spaces. Concerns about health and safety have also arisen due to sewer systems overflowing during adverse weather conditions. Although temporary solutions have been attempted over the years, Moceisuva acknowledges that these issues have continued to escalate.

He emphasizes that relocating the prison is the only viable long-term solution. The proposed move to Naboro aims to facilitate the establishment of a modern, self-sustaining correctional facility that aligns with international standards. Moceisuva sees the current site near Walu Bay, located on prime land, as an opportunity for redevelopment that could attract investment and generate revenue for the government.

This relocation plan is part of broader efforts to revitalize Fiji’s correctional infrastructure, ultimately enhancing the conditions for both inmates and the correctional staff. The initiative reflects a forward-thinking approach to prison management that prioritizes humane treatment and safety.
