The Republic of Fiji Military Forces (RFMF) is facing mounting scrutiny concerning its internal operations, particularly in light of a recent parliamentary debate that brought attention to the lack of a whistleblower policy and outdated military justice procedures. Assistant Minister for Foreign Affairs Lenora Qereqeretabua pointed to the urgent need for reforms that would align the military with democratic principles and enhance internal accountability.

During discussions surrounding the RFMF’s annual reports from 2019 to 2022, Qereqeretabua underscored the importance of maritime security, citing rising threats from drug trafficking and illegal fishing as factors that warrant increased funding for the Republic of Fiji Navy. Currently, the Navy receives less than 20% of the RFMF’s resources, prompting calls for a comprehensive framework for maritime law enforcement and better interagency cooperation.

Contrasting views from Minister for Policing Ioane Naivalurua emerged, as he expressed reservations about implementing a whistleblower policy within the military framework. He argued that the military operates under distinct standards compared to civilian agencies, suggesting that such policies may not fit the military’s unique context.

The Parliamentary Standing Committee on Foreign Affairs and Defence has formally recommended that the RFMF adopt a whistleblower policy and modernize its internal justice systems to combat issues related to violence against women and children effectively. This recommendation aligns with previous concerns about the military’s ability to handle internal matters with transparency and accountability.

Earlier reports have highlighted the RFMF’s commitment to a no-drop policy regarding domestic violence, reflecting a careful approach to serious allegations. However, without a whistleblower policy in place, potential victims may still be hesitant to come forward due to fears of retaliation.

As the RFMF navigates these challenges, the drive for meaningful reform and modernization signifies a hopeful direction for the military’s future. By investing in its internal structures and fostering a culture of accountability, there is potential for the RFMF to evolve into a more trustworthy institution, enhancing the safety and dignity of all its personnel.
